Role overview
We are looking for an experienced Product Owner / Business & Systems Analyst to contribute to the development of a strategic regulatory data management platform powered by AI for a government initiative in Riyadh.
This position plays a key role in defining product requirements, coordinating with regulatory stakeholders, and translating policy and governance needs into technical system specifications. The platform will support the management, analysis, and automation of regulatory studies and documentation, enabling improved transparency, traceability, and operational efficiency.
The successful candidate will act as the link between business stakeholders and technical delivery teams, ensuring that regulatory workflows and requirements are clearly captured, documented, and implemented.
Location: Riyadh, Saudi Arabia (On-site)
Employment Type: Full-Time
Language Requirement: Native/Fluent Arabic and Professional English
Work Authorization: Transferable Iqama required
Key Responsibilities
- Lead requirements discovery activities through workshops, stakeholder meetings, and structured interviews with regulatory departments and leadership teams
- Gather, analyze, and document business needs, system requirements, and user stories in both Arabic and English
- Identify existing regulatory processes and manual workflows (including spreadsheet-based processes) and define opportunities for digitalization and automation
- Work with stakeholders to define product objectives, functional scope, and priorities for the platform
- Maintain and prioritize the product backlog, ensuring alignment with digital transformation initiatives and regulatory needs
- Translate complex regulatory and policy requirements into clear functional and technical specifications for development teams
- Define and maintain key documentation including Business Requirement Documents (BRD), Functional Specifications (FSD), and System Requirement Specifications (SRS)
- Support the design of data structures, system workflows, and integration points with internal and external systems
- Analyze and document requirements related to AI-enabled capabilities, including regulatory conflict detection, cross-document analysis, traceability across regulatory versions, and automated ingestion of external regulatory sources
- Ensure the platform design aligns with government compliance requirements, governance frameworks, and regulatory standards
- Collaborate closely with software engineers, AI specialists, data teams, and UX designers to ensure accurate implementation of requirements
- Participate in testing and validation activities, including preparation and coordination of User Acceptance Testing (UAT)
- Provide continuous clarification of requirements and functional guidance throughout the implementation lifecycle
- Bachelor’s degree in Information Systems, Computer Science, Business Administration, or a related discipline
- 5+ years of professional experience as a Product Owner, Business Analyst, or Systems Analyst
- Demonstrated experience supporting digital transformation initiatives within government or regulatory environments in Saudi Arabia
- Proven ability to produce clear requirements documentation in both Arabic and English
- Experience working on data-driven platforms or AI-enabled solutions
- Strong understanding of: Business process modeling (BPMN)
- Transferable Iqama is mandatory
- Availability to work on-site in Riyadh
